Climate Policy under Uncertainty: a Case for Solar Geoengineering∗

چکیده
Solar Radiation Management (SRM) has two characteristics that make it an attractive means for managing climate risk: it is quick and it is cheap. SRM cannot, however, exactly offset CO2-driven climate change, and its use introduces novel climate and environmental risks. We introduce SRM in a simple economic model of climate change that is designed to explore the interaction between uncertainty in both the climates response to CO2 and the risks of SRM. We find that the fact that SRM can be implemented quickly makes it a valuable tool to manage climate risks, even if it is relatively ineffective at compensating for CO2-driven climate change or if its costs are large compared to traditional abatement strategies. Uncertainty about SRM is high, and decision makers must decide whether or not to commit to research that might reduce this uncertainty. We find that even modest reductions in uncertainty about the side-effects of SRM can reduce the overall costs of climate change in the order of 10%. On solar geoengineering and climate uncertainty
Uncertain climate system response has been raised as a concern regarding solar geoengineering. We explore the effects of geoengineering on one source of climate system uncertainty by evaluating the intermodel spread across 12 climate models participating in the Geoengineering Model Intercomparison project. The model spread in simulations of climate change and the model spread in the response to...
متن کاملA Risk-Based Framework for Assessing the Effectiveness of Stratospheric Aerosol Geoengineering
Geoengineering by stratospheric aerosol injection has been proposed as a policy response to warming from human emissions of greenhouse gases, but it may produce unequal regional impacts. We present a simple, intuitive risk-based framework for classifying these impacts according to whether geoengineering increases or decreases the risk of substantial climate change, with further classification b...
متن کاملExplicit feedback and the management of uncertainty in meeting climate objectives with solar geoengineering
Solar geoengineering has been proposed as a method of meeting climate objectives, such as reduced globally averaged surface temperatures. However, because of incomplete understanding of the effects of geoengineering on the climate system, its implementation would be in the presence of substantial uncertainties. In our study, we use two fully coupled atmosphere–ocean general circulation models: ...
متن کاملSolar geoengineering to limit the rate of temperature change Douglas
Solar geoengineering has been suggested as a tool that might reduce damage from anthropogenic climate change. Analysis often assumes that geoengineering would be used to maintain a constant global mean temperature. Under this scenario, geoengineering would be required either indefinitely (on societal time scales) or until atmospheric CO2 concentrations were sufficiently reduced. Impacts of clim...
متن کاملDynamics of the coupled human–climate system resulting from closed-loop control of solar geoengineering
If solar radiation management (SRM) were ever implemented, feedback of the observed climate state might be used to adjust the radiative forcing of SRM in order to compensate for uncertainty in either the forcing or the climate response. Feedback might also compensate for unexpected changes in the system, e.g. a nonlinear change in climate sensitivity. However, in addition to the intended respon...
